I have seen this practice done before. The reason can be multiple things. One could be that it was set as a standard due to someone at one point getting fed up with machine shop MRB so they tightened the tolerances to them so they have a smaller window, and hopefully hit in the bigger window. Another reason could be putting on a print for the machine shop the tolerances they should be able to hit under normal machine tolerances, and putting the actual design requirements on the inspection print. Yet another reason could be that the print for the machine shop could ahve tighter tolerances for any assy. fixturing required, and the inspection print could be the tolernaces required for the finished product.
