I don't know, but I'll give a wild guess. Sometimes when a drawing is converted or printed out in different software, some of the symbology gets screwed up. So maybe the "C" is supposed to be the diameter symbol Ø, and maybe "A" is supposed to be the plus/minus symbol ±. Find out what the drawing was originally created in, and see if that's a possibility.
