I have little experience with using GD&T. I have a 8mm plate in which there are 12 bushings. The location of these bushings are critical.
In-order to control this, i have made 1 bushing as Datum B, and given position tolerance of 0.3mm. All the other bushings are referenced to this. Datum A is the bottom surface of the part.

Yes, except you do not have a practical ~ datum or dimensional control of the pattern of features vertically. You do have a basic (TED) dimension but no datum reference from the plate (vertically) to the pattern of bushings. That basic dimension tolerance is best described as a gauge tolerance since this is how basic dimension locations or distances are created in the real world.
How does the plate with the bushings locate and orient in the target assembly?
My instincts tell me that you probably need a composite position tolerance to tie the pattern of features to the plate and the bushing location to each other.
