In our field (wire feed for GMAW) most people are using simple PMDC brushed motors up to about 100W. Some are using brushless motors in higher end applications, but not many. I have been reading about printed armature motors and it appears they may offer multiple benefits.
Does anyone know how the printed armature disc is made?

yeah, I've seen pictures of what you are talking about. But this armature looks more like a PCB type of process, which is maybe where the "print" comes from. I'm having a hard time figuring out who can make the armature for me...

Yes, the image you posted appears to be a multi-layer printed circuit board. I think what you need is simply a PCB manufacturer..
