Maximum Safe Operating Speed 31 Years Later

I am looking for help answering an engineering question. If a vehicle was manufactured in 1986 and the maximum safe operating speed of the vehicle in 1986 was 88km/h or 55mph to reduce the risk of loss of vehicle control due to the design on the vehicle, and the required maintenance schedule was only done at double the recommended intervals what would the maximum safe operating speed of the vehicle be in 2017. 31 years later.

As well if the recommended maintenance intervals were every 5,000 kms should the maintenance intervals be performed at an earlier km amount and if so what would that amount be 31 years later.

Thank you in advance for your assistance with this.

The vehicle should be operated and maintained to the original manufacturers specifications...
