Yes, it's pressurized about 16 bar and i am using rubber seal.
Is it a flat gasket or O-ring type seal? Have you done the design pressure load and stress calculations for the cover plate?
Multiply the pressure times the area inside the gasket to get the force trying to push the cover off the valve. The total clamp load of the bolts should be several times this value. How many times depends upon engineering judgement.
So make the clamp load ten times the lifting force and see how it looks.

Another consideration you can make for bolt circles on sealing flanges is spacing of the bolt frustum.
Long story short: each bolt makes a cone shaped stress region below its head. If you make those cones overlap then you end up with a high performance flange that resists leaking. May be overkill for your application since it's just 16 bar.
