    two perpendicular axes as DRF?

It seems that two perpendicular cylinder axes fully constrain the part. Are two perpendicular axes a valid datum reference frame? Apologies as I am rather new to GD&T. I have searched and could not find an answer to this. I have seen use of a plane and two axes normal to that plane as a RDS but I have not seen two perpendicular axes shown as a DRF. Thanks

"two perpendicular cylinder axes fully constrain the part." Often this is true, though without a drawing/specification to evaluate the specification I have to be careful with my words. Each unique datum order of precedence needs to evaluated for the number of degrees constrained.
