A really basic answer... if you wish. ( I don't know your situation )

TIR is total indicator reading and will show twice the run-out.
Concentricity tells us about what the actual run-out is off center line.
Seeing how you most likely will check run-out with a dial indicator concentricity would be a bit pointless, unless you are using a CMM and/or checking odd shapes as in landing gear trunions.
