I wrote travelers (planning) for years, so you get my opinion.
First, the reason for a traveler is to make sure the product is being made to the correct BP revision with the proper material with the proper control fixtures.
Next, the the travler makes sure the product is built in the proper sequence to insure it can be produced to end up to BP and heat treated, stress releaving, ground, plated, painted, and so on and so to the correct specs and orders, per blue print.
The travler also makes sure the proper inspections are done at specified intervals TO TRAVELER DIMS! You could fill in hundreds or other things to go into travelers here.
NOW,here is you answer and WHY! It is the responsibility of the planner writting the traveler to be right. Travelers MUST match the revision of the blue print!!! OK, there are many many times that the planner will specify sizes during the proecss that are different than the blue print ( such as a rough sized operation). AND, often the planner will specify a size of tighter tolerance than the blue print kowing past history of part relaxation or whatever.
The planning (traveler) takes control over the blue print, BUT it had better be right, BECAUSE the planning is what insures that the product will ACTUALLY be to blue print when it is ACTUALLY delivered, AFTER all process and material relaxations and such have occured. Differences in planning and blue prints are usually that the planning tolerance would be closser than the blue print.
Restated, the traveler makes sure the product is to BP. There will be some disagreement, but if you want to produce correct product you and better have ACCURATE planning and give it control.
This is one reason why, it is REQUIRED that every aircraft part REQUIRES that the traveler is with it at all times during it's intire manufacturing process.
It is a bit of the chicken and the egg thing... isn't it?
