This equation appears to be a derivative of the basic equation for "hoop" stress in a THIN-walled
cylinder (t = P*r/omega) where P is internal pressure, r is the mean radius of cylinder and omega is resulting hoop(circumferential)stress. The addition of the "S*E" term acts to increase the required thickness as your E (efficiency) is lowered. The - "P*E" term can be considered a factory of safety and has the same effect.
