Gage pins are calculated by simply taking the smallest hole and subtracting the 0.50 for position (sometimes this result is called the virtual condition). So in this case, the pins would be dia. 5.50 and they would be spaced apart at 26 mm by 120 degrees. It sounds like the position tolerance only controls the holes to each other (since the pattern is already located by 10 +/- 0.025). Perpendicularity is automatically controlled by position, if the datum in the position tolerance is the surface perpendicular to the holes. If you have access to the ASME standard for dimensioning and tolerancing (ASME Y14.5M-1994), these concepts are explained in paragraphs 2.11, 5.2, and 5.3.
