Mark,
It does not work like that. In order for it to boil the
atmospheric pressure has to be equal or larger
than the vapor pressure for water @ 75 deg F which
is approximately 0.5 pounds per square inch. So,
you will need to go to an elevation where the
pressure is 0.5/14.7 = 0.034 atmos. !!(space shuttle altitude?)
