Iv'e noticed this type of dimensioning on consumable tools such as drills and reamers. For instance: the machinery's handbook dimensions shank diameters of some reamers as -.001 to -.005 , and cutting diameters of reamers as +.0001 to +.0004. This way you can still call a 1/4 inch reamer a 1/4 inch reamer and not some odd-ball size ???? I'm not sure, but it seems legit. It insures shank fits to collets.
