Wear & friction test - Pin on disc Question

We are having a Pin on disk Instrument for the measurement of wear & friction co-efficient. In one of our testing, we obtained the following results .

Co-efficient of friction for steel disc (Hard chrome plated with 1000Hv hardness) with steel pin (58 HRc)is 0.64

From the literature available tell us that the co-efficient of friction for Steel pin on steel disc is 0.4.

Can anybody explain, why the co-efficient of friction for steel pin on hard chrome plated steel disc is on the higher side?

Was there a variation in surface roughness??
.. I suspect so ..
...else.. hopefully someone is more experienced in this matter than I, and would be kind enough to reply.
