Thick Wall cylider problem Question

Hi

I am looking for a solution to a thick wall cylinder problem.If a cylinder is subjected to only external pressure(pi=0), then what is the maximum external pressure to which the cylinder may be subjected according to maximum distortion energy theory.(O.D.=0.5,I.D.=0.3,elastic limit = 300MPa , poisson's ratio =0.28)

While calculating stresses , whether the stresses should be calculated for internal radius or external radius , as the radial stress is maximum at O.D. and tangential stress is max at I.D.
