I looking for a way to control a wind powered generator that I am making. The power out put will be three fase 120V and up to 10 amps. I am looking for some kind of electrical device that I can build to control this. I am planning on runing heaters off of it to use up the power that is produced. As the wind increased and decreaces the V and I will go up and down. The device must keep the heaters disconnected until the voltage to get up to 120 volts, and then slowly turn on 10 heaters of 100w each, as the wind picks up. If too many heaters are on the generator will stall, and if there is not enough load the generator will over speed. I have thought about using relays to control this but if the voltage is just at the realays switching voltage I belive that the heater will turn on because the voltage is high enough, but when it does the voltage will drop causing it to shut off, and then back on and off, on, off,on... This will then cause the relay to chatter wearing it out quickly?
Any help that someone can give me on this would be very helpful.

You will need a battery pack to absorb then wind enrgy and a "load diverting charge controller" which controls the speed and diverts excess energy to resistors. The battery power can be used directly if all you need is electric heating or, if you need 120 AC, then you need an inverter which transforms the battery power to AC power.See following for an explanation.

As an addendum, you could look into controlling the speed of the wind generator using variable pitch blades as some manufacturers do. Why don't you google "wind generation speed control" and see what is offered.
