I'm looking for a spec on how to orient an 8-hole bolt pattern. Does it start at 12 o'clock and continue at 45 degrees?

Are you locating to be put on a darwning or are you locating to inspect. What's your application.

I'm not sure I understand what you are asking. A bolt hole pattern is designed into a component based on functional requirements.

When you detail or delineate the features, you indicated some relationship to other features using GD&T datums or simple dimensions..
