I encountered the term 'OVERGAGE' in ASTM spec B898: Standards for ...Metal Clad Plate.

"10.1.3 When the purchaser specifies flatness in accordance
with 10.3.1.3 or 10.3.1.4, overgage tolerances in excess of
those specified herein may be specified by the manufacturer."
where sections 10.3.1.3 and 4 pertain to machined flatness of the clad material.

The spec goes on to provide a table of under and overgage allowances for a range of thicknesses.

It seems that the over/undergage tolerance is an additional material allowance for machining.

Can someone verify or clarify this interpretation?

I can only comment that I have always interpretated overage as any stock beyond the tolerance on the + side.
