Metal Finishing Options Query? Idea

Hi guys, I'm not overly technical but I am researching a project and could do with some input. Thank you.

I'm looking at extra finishing options for 18/28 polished stainless steel and/or chrome finish items.
What I want, but do not know the terms for, are the following:
* A matt powder coat underlayer.
* A clear vinyl coat on top, preferably that 'soft', 'tactile' rubber, (i believe its called siliconised rubber?).
*The idea is to give a vaguely "i-pod" look to the stuff (apologies, but its popular).

I need help with the terminology and details on the manufacturing processes, plus any leads on factories that can do prototypes.

I'm not understanding what it is exactly that you are trying to get a finish on. Is it a plate, cylindar, or what? What machines do you have access to or tools? You list the terms you would like to be more technical about and I might be able to translate them. Just trying to help...

Dear sir, thank you for asking for clarification. at least someone may understand what i am looking for...

In a nutshell::

I am a bartender by trade.

I want to produce my own equipment.

I have manufacturing contacts but do not want to discuss as yet.

I have designs also.

I want to find out about various metal finishes for my stainless steel equipment.

I need to know the "rubber" finish applied to pens, staplers and various other pieces of stationary equipment that is very tactile - i believe it's called 'rubberiSed or rubberiZed silicone"? Can any one help on synthetic textile finishing??

I need to know WHO does this finish.

I need to know WHERE they are.

I would love any advice on initial prototype-ing, who to go to, where and what to look for, how to pay little or nowt for this!

Again, thanks in advance, and i hope this isn't too much of a grind for you.

I'm betting it is polyurethane.. but you know what would be kool?? and much less expensive... that bed liner material they are spraying into truck beds. Tough and durable ... easy to apply.. on the shelf and ready.

Thank you, a good lead there on teh spray based truck liner. I have passed some enquiries to Speedline the manufacturers.

Still, any other suggestions welcome... :o)
