I'm not sure which screws you will need to scale but, this site has a bunch of standard screw size and other detail charts associated such as screw head size etc... /iso_hardware_menu.shtml .
You could go to these charts and do a simple ratio (headsize/screw diameter)and come up with your own ratio numbers. I do know that cap head screws do follow some of the following rules, the head hieght is 1 (thread) diameter tall and the head is at least 1.25*dia. round.
