This request comes up often, the thing is a scissor lift can be a complex thing to design. The best thing to do is find one on th market. For the size you are thinking, perhaps one of those rental scissor lifts intended to support men and equipment while they are doing overhead work from a rental supply that has major chassis problems. They can be driven and operated from the scissor platform, these operator stations and drive trains tend to go bad leaving a good scissor lift with no drive-ability. Thus the scissor portion could be removed or altered to do the job. Check with major local rental companies and see when one will be auctioned away. You can often leave a name and number that they put with the rental equipment data and will call you when one is up to do away with. The worst suggestion of your lifetime may be the catalyst to the grandest idea of the century, never let suggestions go unsaid nor fail to listen to them.
